Firework legality?

In NYS, it’s always been the case that, once a year, the police will turn a blind eye to the fireworks.  Where I live, way up in Rochester, practically EVERYONE has fireworks, and the police don’t care at all.  We’ve always had fireworks for our family parties, and the only time we’ve ever been checked in on by police is when our bonfire got too large and a neighbor called 911 thinking a shed was on fire.

I thought it was illegal to set off fireworks in NY. I just walked by a cluster of cops watching people set off a large amount of fireworks on the street corner.

Maybe there is some mutual understanding or unspoken deal going on? Don’t try anything stupid and we won’t ticket you?
